Two OPP officers face charges after 18-month probe

Postby Thomas » Sat Nov 14, 2015 3:51 am

Two Leeds County Ontario Provincial Police officers have been charged after an 18-month investigation into criminal activity by police officers.

The arrests follow charges that were laid as a part of the same investigation on Oct. 31 against Const. George Duke, 52, who is a 20-year veteran of the force, said OPP Sgt. Kristine Rae.

In a release, the OPP announced that the investigation, which was known as Project Arrowtown and was conducted alongside other police forces, led to nine arrests, two of which were OPP officers, after warrant executions on Nov. 12.

A warrant is outstanding for one more man, police said.

Const. Jason Redmond, 36, a 10-year member with the Leeds detachment, has been charged with three counts of trafficking marijuana, forgery, obstruction of justice and breach of trust. He has been suspended with pay.

He will appear in court on Jan. 8.

The second officer, Const. David Volgelzang, 41, a 16-year veteran, has also been suspended with pay. He will appear in court on Jan. 8 on a charge of obstruction of justice.

Richard Vanderwal, 55, Albert White, 59, Donald Kastner, 45, Danny Ryan, 43, Derek Sytsma, 34, Samantha Bohan, 45, Kim Durant, 37, and Mitch Vanderwal, 25, face a litany of drug-related charges.

Police said in a release that the investigation continues, and more charges are pending.

Duke was charged with theft over $5,000; possession of property obtained by crime, over $5,000; breach of trust; unlawful possession of a restricted firearm; unsafe storage of a firearm; unsafe storage of ammunition; possession of a firearm without a licence; and possession of schedule II substance.

“The investigation was continuing at the time of his (Duke’s) arrest,” Rae told the Brockville Recorder and Times.

She said no other officers are being investigated in connection with these crimes.

Police acted on “multiple sources of information, but also individual OPP officers” who provided information, said Rae.

The public should rest assured that the vast majority of OPP officers are above reproach, said Rae.

“It’s definitely unfortunate, but when these types of things are happening, we will deal with it,” said Rae.

“It will not be tolerated.”

Two more OPP cops arrested

Postby Thomas » Sun Nov 15, 2015 5:14 am

Two Leeds County Ontario Provincial Police officers were arrested Thursday in connection with illegal drug activity.

The arrests, part of a large sweep that also netted seven civilians, follows the recent arrest of a veteran Leeds OPP officer in October – an arrest police confirmed was related to the same investigation.

The OPP announced Friday night its Organized Crime Enforcement and Professional Standards bureaus, with the help of the Royal Canadian Mounted Police, OPP Emergency Response Team and the Montreal police force, “conducted an 18-month investigation into criminal activity by police officers in Leeds County.”

The operation, known as Project Arrowtown, was launched in May 2014 and as a result, investigators executed seven search warrants on Thursday and arrested nine people, including the two OPP officers.

A warrant is outstanding for one other man.

Const. David Vogelzang, 41, a 16-year member of the OPP posted to the Leeds County detachment, has been charged with obstruction of justice, OPP reported Friday.

Const. Jason Redmond, 36, also faces an obstruction of justice charge, as well as three counts of trafficking in marijuana, one count of forgery and one count of breach of trust.

Redmond is a 10-year member of the OPP also posted to Leeds County.

Both officers were suspended with pay in accordance with the Police Services Act.

And they were both released pending a court appearance in Brockville on January 8.

The arrests follow that on Oct. 31 of Constable George Duke, 52, a 20-year member of the OPP.

Duke has been charged with theft over $5,000; possession of property obtained by crime, over $5,000; breach of trust; unlawful possession of a restricted firearm; unsafe storage of a firearm; unsafe storage of ammunition; possession of a firearm without a licence; and possession of schedule II substance.

OPP East Region spokesman Sgt. Kristine Rae confirmed Thursday's arrests were part of the same investigation that led to Duke's arrest.

“The investigation was continuing at the time of his (Duke's) arrest,” she said.

Rae said no other officers are being investigated in connection with these crimes.

Police acted on “multiple sources of information, but also individual OPP officers” who provided information, said Rae.

The public should rest assured that the vast majority of OPP officers are above reproach, said Rae.

“It's definitely unfortunate, but when these types of things are happening, we will deal with it," said Rae.

“It will not be tolerated.”

Also arrested Thursday were Richard Vanderwal, 55 of Front of Yonge, who is charged with possession of marijuana for the purpose of trafficking; possession of cocaine for the purpose of trafficking; trafficking in marijuana; trafficking in cocaine; production of marijuana; and possession of proceeds of crime over $5,000.

He was remanded into custody and will appear in Brockville court on November 17.

Albert White, 59, of Mallorytown, has also been charged with possession of marijuana and cocaine for the purpose of trafficking; trafficking in both of those drugs; and production of marijuana. He is also in custody pending a November 17 court date.

Danny Ryan 43 of Mallorytown, was arrested and charged with two counts of possession of marijuana; possession of cocaine; possession of cocaine for the purpose of trafficking; and trafficking cocaine, said police.

He was remanded into custody also pending a November 17 court appearance.

Derek Sytsma, 34 of Mallorytown, has been arrested and charged with possession of marijuana for the purpose of trafficking, as well as trafficking in marijuana, and also is in custody pending a November 17 court appearance.

Samantha Bohan, 45, of Mallorytown, has been charged with possession of marijuana for the purpose of trafficking. She was released on a promise to appear and officer-in-charge undertaking pending a December 4 court appearance.

Kim Durant, 37 of Mallorytown, has been charged with possession of cocaine and two counts of possession of marijuana. She was similarly released pending a December 4, court appearance.

And Mitch Vanderwal, 25 of Mallorytown, faces charges of trafficking and production of marijuana.

He was released on similar conditions pending a December 4 court date.

Meanwhile, a warrant is out for the arrest of Donald Kastner, 45, of Mallorytown, on charges of possession, trafficking and production of marijuana, the latter charge on two counts, said police.

Officers executed search warrants at seven different addresses in Front of Yonge Township.

The investigation is continuing and further charges are pending, said police.

- Const. David Volgelzang, 41, a 16-year member of the force. Volgelzang, from Elizabethtown, Ont., has been charged with obstruction of justice.

As per the Police Services Act, all three officers were suspended with pay after the charges were laid.

Eight others also face a range of charges, including trafficking marijuana and cocaine, and possession of the proceeds of crime. A warrant has been issued for the arrest of one of the accused.

'We will not stand for this'

The majority of officers at the Leeds County OPP detachment perform their jobs "in an exemplary fashion," said Redmond, who promised the force would take action against any officer who abused their powers or broke the law.

"As I hope you see with the charges today...we take this seriously," said Redmond. "We will not stand for this inside our ranks."

Redmond did not specify whether the OPP officers who came forward with information came from within the Leeds County detachment.

The Project Arrowtown investigation was launched in May 2014. Police seized cocaine, marijuana and cash after executing search warrants at seven different locations in Front of Yonge Township — including five on County Road 5 near Mallorytown, Ont., within a two-minute drive of each other.

3 officers charged bring 'discredit' to OPP, top cop says

Postby Thomas » Wed Nov 18, 2015 2:20 am

Chief Supt. Daniel Redmond of the OPP's east region conducted some damage control Tuesday in the wake of criminal charges against three officers.

Redmond's statement came just days after an 18-month investigation led to the arrest of three Leeds County OPP constables. They were charged in late October and early November after a drug ring was busted in Mallorytown.

Redmond said despite the charges, the majority of the OPP's 6,000 uniformed members are doing "exemplary work" and deserve the community's trust.

"Any violation of this trust brings discredit to the reputation of the entire OPP," he said, adding the force responds aggressively if a member breaks the same laws they're tasked to uphold.

Redmond also hinted at how police learned about the alleged crimes by its own members.

"...I can tell you essential information did come from a variety of sources, including OPP officers," he said.

Redmond didn't clarify whether the information was from fellow officers at the Leeds County detachment, or other sources.

The three officers were charged during Project Arrowtown, an operation which involved numerous police departments. Cops seized cocaine, pot and cash after executing search warrants.

Among the 11 people charged in the busts:

Const. George Duke, 52, of Brockville; charged with theft over $5,000, possession of property obtained by crime, breach of trust, unlawful possession of a restricted firearm, unsafe storage of a firearm, unsafe storage of ammunition, possession of a firearm without a licence, possession of a schedule two substance. Duke was suspended with pay.

Const. David Volgelzang, 41, of Elizabethtown; charged with obstruction of justice. He also is suspended with pay.

Const. Jason Redmond, 36, of Lyn; charged with obstruction of justice, forgery and breach of trust. He was also charged with three counts of trafficking pot and was suspended with pay.

OPP brass says officers aided investigation leading to arres

OPP brass says officers aided investigation leading to arrest of three of their own

PRESCOTT The public can trust the Ontario Provincial Police to do its job when its officers are accused of wrongdoing, the OPP’s regional commander said Tuesday.

Chief Supt. Daniel Redmond, the OPP’s East Region commander, said Leeds County OPP officers were among the people who provided information leading to the recent arrest of three of their colleagues on a series of criminal charges.

“As a leader in the OPP, I’m proud to say that the vast majority of our members are doing exemplary work and deserve the community’s trust,” Redmond told reporters at a news conference at the force’s Prescott detachment. “Any violation of this trust brings discredit to the reputation of the entire OPP.”

The rare, top-brass press conference was an attempt to restore trust in the OPP in the wake of the arrest last Thursday of two Leeds County OPP officers.

Consts. David Vogelzang, a 16-year member of the OPP, and Jason Redmond, a 10-year member, were arrested as part of Project Arrowtown, an initiative launched in May 2014 that also resulted in the arrest in late October of another Leeds officer, Const. George Duke, a 20-year member of the OPP.

Duke, 52, has been charged with theft over $5,000, possession of property over $5,000 obtained by crime, breach of trust, unlawful possession of a restricted firearm, unsafe storage of a firearm, unsafe storage of ammunition, possession of a firearm without a licence, and possession of an illegal drug.

Vogelzang, 41, has been charged with obstruction of justice. Redmond, 36, who is not related to the superintendent, is charged with obstruction of justice charge, three counts of trafficking in marijuana, one count each of forgery and breach of trust.

Project Arrowtown, which involved RCMP and Montreal police, also resulted in the arrest of seven civilians. A warrant was outstanding for one other man.

All three officers have been suspended with pay in accordance with the Police Services Act.

Redmond said police officers, given the nature of their work, form “a culture of allegiance and loyalty,” a situation that is necessary and in most cases admirable.

“These bonds may lead some to believe that fellow officers will protect them in questionable circumstances,” Redmond acknowledged. But in this case, he said, OPP officers were among “a variety of sources” providing “essential information.”

“It was the commitment of dedicated members of the local detachments, the OPP’s Organized Crime Enforcement Bureau and the OPP’s Professional Standards Bureau that led to the arrests in Project Arrowtown. It is a testament to their integrity and their professionalism that they identified the behaviour and provided necessary information for the investigation that resulted in charges against members of their own police service.”

Redmond would not discuss the specifics of the investigation and would not respond directly when asked whether the local officers initiated the investigation. He said no further officers are under suspicion.

“This investigation is over,” said Redmond, but added anyone who has a concern about any officer’s conduct should report it. He called this alleged misconduct “an end-lier” and not representative of the OPP and the “exemplary” work of the Leeds detachment.

“We take this seriously. We’ll not stand for this inside our ranks.”

The accused officers continue to draw salaries because the Police Services Act prevents police forces from withholding pay, said Redmond. But he added he supports efforts by the Ontario Association of Chiefs of Police to get the province to open up the act and allow supervisory officers to suspend officers without pay in serious cases.

The superintendent later said morale at the Leeds detachment has taken “a hit” in the wake of the arrests but that it will move forward. “They’re resilient officers, and we have a job to do every day,” he said.

OPP spokesman Bill Dickson suggested the location of the press conference in a neighbouring detachment was out of sensitivity to the morale issue.

“We wanted to move it off-site, just because of the nature of what’s going on,” said Dickson.

OPP regional commander responds to arrest of three constable

OPP regional commander responds to arrest of three Leeds constables

The vast majority of Ontario Provincial Police officers are doing exemplary work, according to the East Region commander.

Chief Superintendent Daniel Redmond made the remark during a media gathering in the Grenville County OPP detachment in Prescott on Tuesday afternoon. The commander made the appearance in the wake of an 18-month investigation – dubbed Project Arrowtown – involving the OPP’s professional standards bureau.

Three constables posted to the Leeds County detachment were arrested and charged within a two-week period. George Duke, 52, was apprehended on Oct. 31; the 20-year OPP member faces eight charges that include theft over $5,000, possession of property obtained by crime over $5,000, breach of trust, unlawful possession of a restricted weapon, unsafe storage of a firearm, unsafe storage of ammunition, possession of a firearm without a licence and possession of a Schedule II substance.

The two other officers, Jason Redmond and David Volgelzang, were apprehended when multiple search warrants were executed in or near Mallorytown in Front of Yonge Township west of Brockville on Nov. 12. Jason Redmond, 36, was charged with obstruction of justice, forgery, breach of trust and three counts of marijuana trafficking. Redmond – no relation to the chief superintendent, it was noted at the news conference – is a 10-year member of the OPP.

Volgelzang, 41, is a 16-year provincial police member. He faces a charge of obstruction of justice. Those two officers are scheduled to appear in court in early January. Duke is to appear in court on Dec. 11.

All three constables were released from custody and are suspended from duty with pay in accordance with the Police Services Act.

Eight civilians were also charged in connection with the execution of search warrants in the Mallorytown area. The OPP’s organized crime enforcement bureau was also involved, and assistance was provided by the OPP emergency response team, RCMP and the Montreal Police Service.

The chief superintendent made a statement before fielding questions from reporters at the Prescott gathering. In noting that each provincial police officer is accountable for his and her actions on and off duty, the eastern commander indicated that the OPP is committed to responding aggressively to unprofessional and illegal conduct. Redmond did not speak to specifics involving the three officers who have been charged; they remain employed and the matters are before the courts.

When asked if other OPP personnel at the detachment might be involved, Redmond said that the investigation is over.

The chief superintendent delivered a message to officers at the Leeds detachment: “We stand with you.” Redmond also offered an assurance to the public that the OPP is prepared to deal with any situations that might arise. “We will take action against any member,” he stated.

The commander noted that some of the essential information gathered as part of the 18-month investigation came from officers, although he did not provide more details. In acknowledging the importance of bonds that are formed among officers, the chief superintendent indicated that those bonds do not mean protecting anyone who has done something unprofessional or against the law. Redmond suggested that members should promptly report inappropriate activity to their superiors.

“We will not stand for this inside our ranks,” said the commander, who went on to say that “We need the public’s trust to do our job.”

When asked about the fact that some police officers who end up being convicted of crimes keep getting paid for lengthy periods from the time her or she is suspended until the case makes its way through the judicial system, Redmond noted that the OPP has to abide by the Police Services Act and there is an issue of fairness for members accused of but not convicted of a crime. “My opinion is not relevant,” he commented. However, the commander offered that there is a push being made by organizations such as the Ontario Association of Chiefs of Police to open up the act and look at the possibility of allowing suspension without pay. It’s up to the government to decide whether to make such a change, according to Redmond.

When asked why the media conference was being held at the neighbouring Grenville detachment rather than in Leeds, the chief superintendent remarked there is no reason; he noted that the facility in Prescott was available.

OPP East Region is headquartered in Smiths Falls and covers an area that includes Lanark, the Upper Ottawa Valley, Quinte West and Hawkesbury.
